Two huge questions: When did you start the board? How many people have joined it in the past?
I'm not sure if you should single out any holiday right now. Maybe freshen it up with "happy holidays" or something along those lines, because it might please everyone who comes through. I like the thought of a Hanukkah theme, but if you weren't throwing that one out to the public, I would be more open.
On another note... The scrolling ticker could be a tad bit slower. I'm not saying "snail's pace", but I hope you know what I mean.

I'm not saying "snail's pace", but I hope you know what I mean. 1. 2013 2. I would say the total is under 12. Some were spammers. Some left. Some were inactive,so I removed them. One member did not know that she was a member. No matter what the theme is or has been membership was what it is. My different forum backgrounds per board are Christmas and New Year's. I have several holiday time boards. The forum marquee setting is at 7. Over these past 2 years, At This Moment has been invented numerous times. I was just as to why my general forum lacks sincere, active members. In comparison to others I wonder why they have members and I do not. Thank you. I will consider this review closed.

I will consider this review closed. It actually stays open for others to give some feedback on your site as well. The "community feedback" types are open as long as your forum stays in existence. Unless for some reason you want us to officially close it (lock the thread). If so, please let us know.
I can tell you from experience, keeping people's interests on a general forum is extremely difficult. I think it comes down to knowing the right people, honestly, and keeping up friendships. On the other hand, even that doesn't guarantee loyal members. On first glance, what I would suggest is making sure that you have at least 1 post in every board... right now, you have several that have 0 threads. That can act as a deterrent to new members, because it implies that the forum isn't active enough to even have posts. So I would recommend creating at least one thread in those boards. And along the same lines as what Mandoli said about having a general "Happy Holidays" theme as your default -- what you could do is have other themes available as well as the Hanukkah one, so that members can choose which holiday they personally celebrate. I mean, that could be a reason why you're not getting members, because the forum is kind of implying that it's based around Hanukkah, and for those who do not celebrate that specific holiday, it leaves them feeling left out and not interested in joining, even though you do have other holidays mentioned in the boards. I hope this helps you understand a little more about the lack of members!

I have seen some new and less recent general forums with some of their boards having no posts. It did not take their forums very long to gain members. I began this forum 10 2013. I reinvented At This Moment numerous times. The Happy Hanukkah is not it. On Dec.15th Happy Hanukkah will go away. I have the different background per board plugin. I also have holiday images. I am recognizing Christmas, New year's and etc. On Dec. 4th I made more improvements. I thank everybody for their kindness. I will continue maintaining my proboards forums.

I am satisfied with my website's appearance. At This Moment is just one of many websites or forums without active members. It is also one of many websites and forums without members. I am still maintaining At This Moment. I just noticed your post. Once a person dislikes the rules that person has the right to delete his/her membership. If a member was serious about joining and requested to see my rules I would allow that. I used to have my forum contents available for guest reading. Now the public is allowed to view contents. The rest of At This Moment remains a staff and member forum. Side Notes: Many forums have rules that are available upon registering or joining. At This Moment is not any different from them. I would like to see this thread closed.
