This is something that I do believe very few forums do anymore, this was rather huge in '13 on some PB forums and MyBB forums. What they did was basically, the admins would nominate certain members to become a staff member, however they had to be voted on by the members of the forum. Poll was open for I think, 5 days or so, and the person with the most votes got whatever staff position they got nominated for, pretty similar to how elections are held. Have you done this before? Did it work better for you than simply hiring a staff member outright?

stackoverflow.com does this when they are electing new Moderators. I think it is quite good. Obviously anyone that is elected needs to be a member a certain length, have certain amount of posts, personality, ability.

This is actually not a bad idea.
I mean the forum staff can obviously control who does go up for vote but also by allowing the community to have an input on who becomes part of the team will also show that their input is considered and taken on board.
This would need to be kept a close eye on so everyone has a fair chance.

The thing is, members can't vote for people they like, know etc

I've actually never done this on my own forum. Staff members were always elected by myself on a forum I owned. I may consult with other staff members and ask them for their opinions, but I never put it to a vote before.

I think this can only work on large communities, where staff members need to have a really strong standing in the community to gain the position in the first place. Stackoverflow was mentioned -- that's a massive site, and it makes sense for there to be staff elections In my forum, I accepted applications, and vetted them personally. If I thought someone would have a problem with people joining the team, I would consult my other staff. Usually, though, I just added people to the team without a lot of internal discussion, as I usually could judge how they would work on my team based on how they interacted throughout the rest of the forum
